Payment For Loss

President Johnson has signed a bill setting up a fund of 15 million dollars to compensate the Seneca Indians of New York State, whose reservation—guaranteed for ever in a 1794 treaty —will be flooded this autumn. The fund includes payments to compensate for the loss of timber resources, sand and gravel, wild-life and access to the Allegheny river, officials said yesterday. Most of the reservation will be flooded by the Kinzua dam. which is being built by the Army’s corps of engineers for flood control. The Senecas bitterly opposed construction of the dam, saying that their reservation was guaranteed by the 1794 treaty—the first ever signed by the United States. Presidents George Washington and Thomas Jefferson personally guaranteed the treaty.
