SEWERAGE IN HORNBY
No Works By County
Reasons why the Paparua County Council would find it difficult to carry but sewerage works in Hornby were given by the county engineer (Mr A. Dyhrberg) in a report prepared at the request of the Hornby County Town Committee and presented to the Paparua County Council. The county town committee, at a meeting on July 20, accepted, in view of Mr Dyhrberg’s report, that the council could not undertake the work. The committee also resolved, however, to continue to press for the installation of a sewer in Hornby at the earliest possible date.
Mr Dyhrberg said the council could only do sewerage work if authorised by the Christchurch Drainage Board, as the control of drainage in the county was vested in the board.
Drainage work would have to be financed by loan; but if the loan were applied for the request would be referred by the Local Authorities Loans Board to the Drainage Board. Grades in the county were such as to bring the sewers down to Springs road, where either a local sewage treatment plant would have to be installed or the outfalls would have to lead into the drainage board’s system. The Drainage Board’s programme envisaged all local contractors and materials being engaged by the Drainage Board. Any diversion of effort from its works could only be at the expense of its programme.
