TALKS WITH NIGERIA
Surprise Move By E.E.C. (N.Z.P.A.-Reuter— Copyright) BRUSSELS, June 4. The Common Market’s Council of Ministers has agreed to open negotiations to associate Nigeria with “The Six.” The council also agreed to “conversations oh economic problems” with Spain. The decision on Nigeria came as a surprise in view of objections raised by France, but the talks with Spain had been expected. The double agreement was seen by observers as a kind of package deal, in which the French dropped their opposition to negotiations with Nigeria, while Italy, Belgium and Holland modified their policy on conversations with Spain.
