If the Communists were to attempt- a take-over of all of Laos, it would be regarded in the United States as a crisis of the first order. American officials have made clear that in such a situation United States military intervention would be considered. During the last two years, however, Communist military moves in Laos have been limited. The Russians appear to have used their influence to maintain the coalition and avoid the outbreak of. a major civil war. Laos was the one major point of agreement between President Kennedy and Mr. Khrushchev at their 1961 meeting in Vienna.
Both agreed that Laos should be kept out of the East-West cold war.
