A RECURRING theme to found on many stamps of recent years is the advance of various countries towards self-government. This stamp graphically illustrates the first common roll elections in the Australian-administered territory of Papua and New Guinea.

Under the new system all adults living in the territory are able to vote, regardless of race, literacy or location. Previously Papuans could vote only for candidates of their own race, and Europeans only for European candidates. Such distinctions have now been swept away, and everyone is included on a common roll. In the new House of Assembly 54 of the 64 members

are elected. This assembly replaces the former Legislative Council, of whose 17 members only 12 were elected.
