“Smart Boys” Are Finding Loopholes

WELLINGTON, April 27.
The New Zealand Rugby Football Union’s rules expert, Mr C. Blazey, at a meeting of the executive tonight, expressed concern at the attitude some persons were adopting towards the newly instituted laws. .
“It looks as though we have reached the stage where the ‘smart boys’ are on the job,” he said, “They are looking for the many things which are not specifically barred in the laws. “I don’t mean in the ordinary sense of getting around the rules, but to definitely defeat the purpose of the rules. “Maybe there are some loopholes, but there is no future in pursuing them — this would be taking a very short term view indeed. It would be a great pity if, because of this activity, we had to make further changes.” Mr J. N. Millard said It was not the players and the coaches who were going
around thinking up ways of defeating the rules. The chairman, Mr T. C. Morrison, said he had hoped it would not become necessary to legislate for every possibility. Mr Blazey said an essential consideration was the spirit and desire for improvements in the new laws which should restrict any movement to defeat their purpose.
