Woman Makes Strongest Chinese Attack On Russia

ALGIERS, March 23. China’s chief delegate dropped a bombshell into the Afro-Asian Solidarity Council conference today. Delegates agreed she gave a speech which contained the most virulent antiRussian statements on record from China.

The delegate, Mrs Kuo Chion, national secretary of the Union of Chinese Women, criticised Russia in such a way as to align her with the United States. One-third of the audience in the great hall of Algiers University applauded at the end of Mrs Kuo's address. The rest sat silent.

Russian delegates said in private later that the Chinese charges were “unprecedented.”

They said the Chinese had commited a breach of trust among non-committed nations. Russia would answer the charges in non-inflammatory terms.

Mrs Kuo reiterated China’s decision to oppose the Nuclear Test-Ban Treaty, which she denounced as a “big fraud” and a “plot to exploit the peaceful ambitions of the world.” Mrs Kuo also described as “absurd” and “reactionary” Russian efforts to appease frontier conflicts. She labelled as a “deceitful slogan” Mr Khrushchev’s proposal for renunciation of the use of force in settling territorial disputes.

Mrs Kuo said the Chinese people would “reply categorically no, a thousand times no,” to the suggestion and tell its sponsors: “Your expansionism and national egoism have long since made it difficult to draw a line between you and the imperialists and colonialists, old and new. “As birds of the same feather flock together, it is not at all strange that you should stand on the side of the imperialists and colonialists, but you will never succeed in deceiving us, the people of Asia and Africa."
