Reply To Call For Arbiter
“There is no dispute as far as I am aware,” said Cr. R. H. Duff commenting on a letter received by the Lyttelton Borough Council from solicitors representing the Lyttelton Harbour Board requesting the council to appoint its arbitrator in a dispute over the water supply to the new harbour extensions The letter said that discussions, which took place between representatives of the board and the council, resulted in a dispute under the Lyttelton Harbour Board Loan and Empowering Act, 1955, and that the dispute must be referred to arbitration.
The board has appointed Mr F. F. Reid, a retired magistrate, as its arbitrator. It required the council to appoint its arbitrator so that arbitration could begin without undue delay. Cr. Duff said it seemed the letter and its suggested action was a little precipitate in mentioning arbitration. As a layman he doubted if a dispute, apart from in a technical way, existed. The council decided to let a special committee handle the issue before it appointed anyone.
