(N.Z.P A .-Reuter—Copyright) ' GENEVA, Mar. 11. All African and Eastern Bloc member countries of the World Health Organisation (W.H.0.) today abstained from voting on the 1965 38,360,000 dollar budget as a protest against South Africa’s presence in the assembly. The budget was adopted, however, by 78 votes for, three against and 33, abstentions. France and West Germany voted against the budget because they considered it too high, Britain approved it but urged the assembl. to keep further budget increases as low as possible.
