Painless Surgery For Animals Envisaged

LONDON, February 12. The Government yesterday welcomed a private member’s bill aiming at protecting animals which undergo operations. The bill is sponsored by an animal lover, Air Chief Marshal Lord Dowding. It requires that pigs, goats or horses should not be castrated except under anaesthetic.

Lord Dowding said earlier legislation had ruled that bulls, sheep, goats and pigs could not be castrated without anaesthetic if more than 12 months old. His bill would lower the age to three months for bulls

and sheep and two months for goats and pigs.

The bill would also ban the de-horning of cattle and other operations without anaesthetic. Lord Somers said veterinary interests supported the bill. For the Government, Lord St. Oswald, Parliamentary Secretary to the Ministry of Agriculture, said the- Government favoured the bill, which was then given an unopposed second reading—agreement in principle. Normally, private bills stand little chance of becoming law without government support.
