SPEECHES IN COMMONS
(Special Crspdt. N.Z.P.A.) LONDON, December 16.
One hundred back-benchers representing all parties want speeches in the House of Commons to be shorter, so that more of them can speak during debate. They suggest that the House should have, in major debates, an hour set aside for short speeches lasting not longer than five minutes; or, perhaps, two hours set aside with 10-mdnute speeches. The Leader of the House, Mr Selwyn Lloyd, says a procedure committee has already considered the subject but will took ait it again.
