“Permits Not Necessary”

There was no obligation for the Ministry of Works to produce Ham university plans for the Waimairi County Council, the district architect (Mr P. C. Cornish), said Ikst night. He was commenting on the report from a council meeting at which it was decided to seek a legal opinion on permits for university buildings, and to ask the ViceChancellor of the University of Canterbury (Dr. L. L. Pownall) to submit plans, of all proposed buildings op the Ham site for council consideration and comment. Dr. Pownall said yesterday that the university had always sought and obtained the necessary approval and permits from councils when the buildings to be constructed Were under the university’s direct control. “The point at issue is one that is strictly between the Waimairi County Council and the Ministry of Works, who are acting as architects for the university in certain major construction work.” Mr Cornish said that the university project was one being undertaken by the Crown and permits from local councils were not necessary. Ministry of Works projects were built to the standard code which most local bodies adopted in their bylaws. “The Ministry of Works always works in with the planning and by-laws of local bodies.

“It has certainly taken the council a long time to wake up to this,” he said. Cyclist Injured. Allan Hampton Ford, aged 15. of 11 Glynne crescent, suffered a head injury when his bicycle and a truck collided in Colombo street near Welles street at 5.10 p.m. yesterday. The boy was taken to the Christchurch Hospital where his condition was later reported to be satisfactory.
