Appeal For Return (Special Crspdt. N.Z.PA.) LONDON, Nov. 13. Lord Robbins, chairman of the trustees of the National Gallery, has appealed on television for the return of the stolen Goya painting of the Duke of Wellington He warned the thieves, however, that there is no chance of them getting a free pardon, but added that "something remarkably like this’’ had been extended when an arms and ammunition amnesty was granted by the police. The "Daily Mail” says Lord Robbins's direct appeal could well spark off one of the most dramatic art recoveries of the .century. It said an amnesty of the kind mentioned by Lord Robbins had once been proposed to the authorities by the Royal Academy, which wanted to hold the most important exhibition in Europe of the works of Goya next month. “It has been suggested privately to the National Gallery that this exhibition might be the heaven-sent opportunity for the missing Goya tn be returned by the thieves,” it said.
