Withdrawals From Cuba

Some “significant withdrawals’* of Soviet personnel had been made from Cuba, the United States Secretary of State (Mr Dean Rusk) says. “We also know the situation inside Cuba is verjr tight from the economic point of view,” he says. He adds that Cuba is experiencing “considerable difficulties.”
