ALL-TEST BAN

(N.Z. Press Assn.—Copyright) NEW YORK, Oct. 31. The United Nations General Assembly’s Political Committee will call today for the East-West nuclear test-ban agreement to be expanded to outlaw underground tests.
The present treaty, signed by the United States, Britain and Russia on August 5, prohibits only tests in the atmosphere, outer space and under water. The three Powers and the other 14 active members of the United Nations Disarmament Committee have sponsored a resolution welcoming the August treaty, calling on all states to become parties to it, and urging the disarmament group to continue negotiations aimed at banning “all test explosions for all time." The resolution is expected to be voted by the 111-nation Political Committee without opposition. The Western Powers have said they wanted underground tests to be banned but insist On adequate controls to ensure compliance. The Assembly’s Political Committee will next debate the dangers of atomic radiation.
