The Cambodian Chief of State (Prince Norodom Sihanouk) said today that he intends to break diplomatic relations with South Vietnam to protest against its policies as the National Assembly approves such action, probably early next week.

The military governor of the Saigon district, BrigadierGeneral Ton That Dinh, today ordered all Army and security units to open fire at any anti-Government meeting or demonstration, according to a Saigon Radio broadcast.
