FOREIGN AID BILL CUTS
Officials Warn Congress (NZP.A.-Reuter —Copyright) WASHINGTON, Aug. 19. Two members of President Kennedy's Cabinet today warned Congress that any further foreign aid cuts would seriously harm the United States' ability to protect its own and the West's security. The Secretary of State (Mr Rusk) and the Secretary of Defence (Mr McNamara > issued the warning in a joint letter to each member of the House of Representatives on the eve of the opening of debate on the 1963-64 Foreign Aid Authorisation Bill. They pointed out that the Bill had already been reduced to 4087 million dollars from the 4945 million dollars originally requested by the President in January. The House is due to begin debate on the Aid Authorisation Bill tomorrow, but final action may not come before the end of the week. The Senate also will enact an authorisation measure later. The authorisation merely sets a ceiling on foreign aid spending for 1963-64 and the actual cash will be provided in a subsequent appropriation
bill In recent years the appropriation has been as much as 1000 million dollars below the authorised ceiling.
