Hie Security Council was urged today to take measures to deal with “threats to the peace” in South Africa and the PortugueseAfrican territories. The Foreign Ministers of Tunisia and Liberia, opening the case in the Council on behalf of 32 African Stales, did not immediately specify what these measures should be.
There has been private talk of an embargo on arms and oil shipments and of the expulsion of South Africa and Portugal from the United Nations.
