Sir William Dunk Returns To N.Z.

(New Zealand Press Association)

AUCKLAND, June 9. Sir William Dunk, the former head of the Australian Federal Civil Service, arrived in Auckland on Saturday to attend a conference of toe British Phosphate Commissioners and the phosphate industry at Wairakei this week. Sir William Dunk is the Australian representative on the British Phosphate com-

mission. He was last in New Zealand in 1961 when he was engaged by the Government to prepare a report on the Public Service ’Sir William Dunk said he had received a copy of the findings of the Royal' Commission on State Services which sait. after his 1961 visit. It hac fully covered the purposes and grounds of the Royal commission. The inquiry had not departed greatly from the lines he had suggested Sir William Dunk was asked to comment on the proposal of the State Services Commission to employ consultants to conduct clerical work efficiency surveys in Government departments The Public Service Association is opposed to the surveys “I think trained consultants have a specific value in indus-

try,” he said, “and I don't exclude the public service from the definition of industry. It is best in a thing as big as the Public Service to develop your own method analysis, but it is still a good idea to use consultaints as a check to see if you are as good as you think you are." Management consultants had been used by the Australian Public Service, said Sir William Dunk, and the survey reports had never shocked bun. One of the consultan's had told him there were fewer recommendations for improvements to be made after a Public Service survey than there were for private industry surveys.
