T;to Secretary-General of the Untied Nations, U Thant, reporting yesterday on progress and plans of the United Nations “development decade,” said major emphasis would be placed during the next few years on the development of human resources
The 1960’s were designated “a decade of development” ’two years ago by the General Assembly, which called on all United Nations agencies to help create a 5 per cent, minimum annual income growth in the poorer countries by 1970. U Thant said in his report that the United Nations had to concentrate its activities on education and training, and the more effective transfer of advanced scientific and technological knowledge to the developing countries He said he hoped that next year’s world trade conference would boost the trade of the poorer countries.
Considerably more work was expected on improving water resources, including the development of international river basins. The centre for industrial development set u>p within the United Nations Secretariat last year would promote small-scale industries and would organise five conferences in the next three years on fertilisers, petro-ehemicals and iron and steel-making techniques. Three housing centres were scheduled to be set up this year to improve building efficiency in the developing countries.
