Chief Justice Suggests P.T. (N.Z Press Association) AUCKLAND. April 18 The Chief Justice (Sir Harold Barrowclough) suggested to the law conference in Auckland today that organised physical education by all inmates of a penal institution would bring less diligent or non-conforming inmates into line with his public the other inmates Sir Harrold Barrowclough prefaced his suggestion by asking if anyone at the conference could say what form the daily programme of a Borstal institution took
He emphasised that offenders sent to Borstal should gain the "habit" of behaving themselves Such a habit would continue on their release
Such a scheme might be criticised on the grounds, that it was along militaristic lines but it had produced useful results in the Army, he said
