“Not Enough Time Allowed”
(N.Z. Press Association) AUCKLAND April 18 Insufficient time was allowed (or the drafting of bills. Mr D A S Ward, a Irw draftsman, told the conference in Auckland today He told delegate* that the perfect bill had never been written and never would be It was not surprising that the courts had trouble in construing the enactments that came before them
Mr Ward said be felt that Ne Zeeland courts were inconsistent in their attitude to the interpretation of statutes “With comparatively few exceptions they have not been making the approach that Parliament directed them to make, though there are encouraging signs of an increasing recognition of their statutory obligation to do so,’’ he said.
