U.S. Sees Need For Civilians (N.Z.P.A.-Reuter—Copyright) WASHINGTON, March 26. The United States said yesterday thait a continued military rule in South Korea “could constitute a threat to stable and effective government,’’ and expressed the hope that the ruling military junta and the major political groups in South Korea could work out a procedure for transition to civilian government which would be acceptable to the nation as a whole.. The spokesman added the department understood that the whole question of whether military rule would continue was being reexamined by the South Korean Government. He said in reply to questions that the United States had made its views known to the regime of General Chung Hee Park and added that the review of United States policy towards South Korea, reported by the State Department last week, was continuing. The statement made it dear that the United States is determined to make Park adhere to his promise to return government to civilian constitutional rule this year, United Press International Mid.
