U.N. African Body Votes To Expel S.A., Portugal

LEOPOLDVILLE, Feb. 23. The United Nations Economic CoronJitton f•f Africa today voted to exclade South Africa and Portugal from membership and to reduce Britain, France and Spain tn associate members. The vote, taken at the annual conference in Leopoldville, reaffirmed resolutions passed at the last annual conference for consideration of the Economic and Social
Council in Now York. The council had already rejected the recommendations on Portugal and South Africa and had sent those of the other three countries back for reconsideration. The separate resolution on Portugal and South Africa—which also requested that the question be passed to the General Assembly for con-
sideration received 30 affirmative votes. Britain. France and Spain voted against foe resolution. It recommended that South Africa be deprived of membership until it bad set a deadline “for its policy of racial discrimination” and Portugal until it brought African representation to the conference table. associate msmberahfo votes in favour, including Britain's South Africa, Portugal, Upper Volta and Ivory Coast were absent from foe conference. Observers interpreted Britain's vote in favour of the associate membership resolution as being in line with its declared aim to co-operate with the commission and accept any arrangement which would allow it to do
