Biff Increases Planned

The Oammunist Hoc oountriee were “huge new shipping taduetries,” an article in the 1963 annual review of the Journal of Commerce and Shipping said today. The article said the Soviet Union now possessed about 4,500,000 tons of merchant shipping and planned to increase it to 10,000,000 tons by 1970 and 21,000,000 tons by 1980.
