‘Agreement Near’ On Test Ban
(N .Z.P-A.-Reuter—Coppripht) NEW YORK, January 29. American, British and Soviet negotiators return to the bargaining table in New York today in a bid to hammer out agreement on an international nuclear test ban treaty.
No details have been disclosed after earlier sessions in New York and Washington, but a Soviet source said yesterday the two sides—the United States and Britain are presenting a joint argument against the Soviet Union—were "near agreement." The source indicated that the Russians were looking for a possible compromise
solution in advance of the scheduled February 12 resumption of the 18-nation disarmament conference at
Geneva. In Washington, State Department officials declined comment on the Soviet appraisal They pointed out the areas of disagreement, including the crucial ones of the number of on-site inspections to be conducted annually and the number of seismic recording stations to be installed in each country. President Kennedy has ordered the suspension of American underground tests while the talks continue.
