Talks Without France (N.Z.P.A.-Reuter—Copyright) LUXEMBOURG, January 22. Britain will today make a declaration on steel tariffs in what observers see as a symbolic gesture aimed at showing negotiations for British entry to the Common Market are continuing in spite of French opposition. The declaration will be made to high officials of the five other Common Market nations—West Germany, Italy, Belgium, Holland and Luxembourg. The five are meeting without the French delegate to discuss Britain's application to join the European Coal and Steel Community. The Dutch chairman of the meeting emphasised yesterday that the five could take no decision while the French chair was empty. A spokesman for the Community's High Authority mid there would be no discussion of the British declaration on steel. The agenda was limited to coal problems.
