West Backs U.N. Plan

The British and United States Governments have given their support to the proposals by the ActiingUnited Nations SecretaryGeneral, U Thant, for ending Katanga’s secession from the Congo. A Foreign Office statement said Britain considered the proposals were a fair basis for a settlement which should be acceptable to all parties and should provide a federal structure appropriate to the needs of the Congo. U Thant's plan for reinstating Katanga and the Congo will give the Central Congolese Government widespread control of Katanga's foreign affairs, defence and fiscal policies. Katanga would control merely its own administration and have the right to levy taxes for its own needs. The Katanga Government is studying the plan and has said it will give its reply in 10 days—the time limit set by the United Nations.
