'Holyoake Move May Be Valuable

(N.Z. Press Association—Cop jnfht)

MELBOURNE, August 1. The proposal of the New Zealand Prime Minister (Mr llolyoake) that he should confer with the Australian and Canadian Prime Ministers before the Commonwealth conference in London next month, could be a valuable move in the efforts of the three countries to protect their export trade, the Melbourne “Herald” said in an editorial today.

“The final terms of the European Economic Community for admitting Britain are now being shaped. It seems that the only recognition of our needs may be an undertaking to consider some form of special trade agreement in 1970 if a worldwide agreement has not been made by then. “As major producers of temperate-zone rural products, Australia,' New Zealand and Canad.a are naturally fearful that the terms will harm their primary industries. “They share a big problem They should be doing everything possible, through consultation and joint representations to protect their interests,” the "Herald” said. The “Herald’s” Canberra bureau said today that a fulldress “little Prime Ministers’ conference” before the main London meeting on September 10 was not considered likely.

"Informal talks between Mr Menzies. Mr Holyoake, and he Canadian Prime Minister. Mr Diefenbaker, may be held But there is no suggestion of any 'ganging up’ by the Commonwealth

countries against Britain,” it said. “Mr Menzies is expected to reach London several days before the September 10 meeting.” In Ottawa the Canadian Prime Minister <Mr Diefenbaker) said yesterday that there had not been any move yet towards an Australian-Canadian-New Zealand conference on Britain's entry into the Common Market. His statement, commenting on Mr Holyoake's suggestion, appeared, however, to “leave the door open” for such a meeting the Canadian Press said. Mr Menzies has not yet been available for comment on the proposal. Canberra sources confirm, however, that Mr Menzies reached this agreement with Mr Holyoake in their telephone conversation on Monday night
