Fendalton Objections To Waimairi Scheme

Seventeen objections to the siting of a petrol service station on the corner of Jacksons road and Fendalton road were presented at a hearing of objections to the Waimairi County Council’s district planning scheme yesterday. The committee hearing the objections consisted of Messrs A. E. Wagner (chairman), J. W. Green. H. J. Reynolds, and J. I. Colligan. Yesterday’s hearings related to objections in the Fendalton riding. The 17 objections were made by way of counterobjection to an objection by Mr A. C. Rattray (Mr J. N. Matson) to the council’s zoning of the area as residential. Mr Matson applied for an amendment to rezone the land as commercial A, with petrol service stations as a predominant use. Captain G. H. Dennirtoun (Mr A. C. Perry) said that the siting of a petrol service station would ruin the residential aspect of the district and would create a serious traffic hazard. Similar evidence was given by the other objectors. Widening Of Road Six objections were received to the proposed widening of Fendalton road by making the building line 49ft 6in from the middle of the road. Mr A. I. Cottrell. 30 Fendalton road, said the proposed widening would affect seriously the value of his property. Several buildings would have to be demolished and because the area of land would be decreased he would be unable to subdivide.

He said that when the council took land off his property when Fendalton road was widened some years ago he was assured that no more of his land would be taken. Acting on that assurance, he had built a garage, a washhouse and a woodshed, which might have to be demolished.

Mr H. S. Cook, 10 Fendalton road (Mr J. A. Robertson), supported Mr Cottrell's objection. Mr Robertson said that the proposed widening would bring the road boundary to within 2ft of the house Mr Cook was building. Mr Cook was disturbed that the council had granted him a building permit with a 19ft building line restriction two months after the district plan had been approved Other objections were received from Mr J. G. McClelland the Bank of New Zealand as the owner of a house at 26 Fendalton road. Mr D. Dobson, Mr T. P. Rennie, and the estate of H. Ullrich. Mr McClelland submitted to the committee an alternative plan for the widening of the road. The objections were opposed by the Regional Planning Authority on the ground that widening of roads which carried heavy volumes of traffic was necessary for the future. Clements Groceries. Ltd. (Mr C. R. Harman), applied for the amendment of the Zoning of a grocery store at 62 Fendalton road from residential A to commercial A. Mr Harman said the store served a wide area and had been on its present site for 60 years. Straven Services, Ltd., 146 Straven road, objected to an existing coalyard being zoned as residential A and applied for the land to be zoned as industrial A. Ten objections were received

to the proposed widening of Fendalton road at the intersection of Clyde road and Memorial avenue. All objectors are owners of businesses at the intersection. Mr P. A. Matthews (Mr S. R. Dacre) said he owned a block of shops at the intersection. It the road was widened part of the fronts of the shops would be taken. This would reduce the business capacity of the shops. Mr B. K. Hempseed, managing director of Hleks Drapery, Ltd., said in evidence that the reduction in the size of his shop undoubtedly would reduce the value of the business. Mr A. S. Topping (Mr L. H. Moore) said the intersection was a valuable and established business area which served a large area. Mr F. J. Shaw, who appeared for the Self-Help Co-operative, Ltd., said the company had invested considerable capital in a store at the intersection. When the company put up a new building five years ago it did not envisage having the building line restrictions altered. Other objections were received from Messrs J. T. Biggs. R. G. Duncan, and R. W. Rathie, D. L. Jones, Ltd., M.M.M., Ltd., and W. J. Turner, Ltd. Mr G. Balogh objected to the zoning of 270 Riccarton road as residential A. He asked for the zoning to be amended to residential B.
