Mr Price said, but it would be more realistic and honest to give the assurance when the board formally applied for authority to raise the money. The board did not propose to raise the money unless it could give the Local Authorities Loans Board an assurance that sewer work would not be adversely affected. The board was seeking genera] sanction for the loan to enable the initial steps to be taken for the Loans Board to examine the proposals. When sanction was granted 12 months ■would elapse before the architect would have detailed plans ready. At that time, the board would have to make a firm decision, having regard to the then financial position, and that would seem to be the most appropriate time for giving assurances.
