(Special Crspdt. N.Z.P. A.) LONDON, April 12. The Soviet Union Is negotiating with Japan to get her help in the economic development of Siberia. A Soviet industrial mission has arrived in Tokyo for negotiations, the “Scotsman” reported. The Soviet Union was turning to Japan for help to develop her Far Eastern territories because she was short of labour, notably skilled labour, the paper said.
