An endeavour was made to initiate incorporation under the Incorporated Societies Act,” says the report. “However there was a lack of support from some professional organisations. It would appear these bodies are reluctant to affiliate with a federation, such as that envisaged, because of the possibility the federation could be involved in some aspects of industrial matters."
