FEDERATION PROPOSED
West Indian Grouping (NZ.PA.-R ruler— Copyrig ht) BRIDGETOWN (Barbados). February 27. Representatives of eight islands in the eastern Caribbean met yesterday to discuss proposals for a federation, after Britain’s decision to dissolve the West Indie* Federation. In a 75-«ninute public opening session, seven expressed optimiwn that an eastern Caribbean federation would be strong and viable, but the Chief Minister of Montserrat (Mr William Bramble* warned against “a second fiasco." He said he hoped the conference would consider the necessity of an economic assessment of the area, and added that they could never succeed without financial aid from the British Government. The West Indies Federation foundered within sight of independence after Jamaica's secession last September. Trinidad has since announced she will seek her own independence.
The conference, attended by representatives of Barbados, St. Kitts-Nevis, Antigua. Montserrat, Dominica. St. Lucia, St. Vincent, and Grenada, was to resume today.
