U.S. Plan To Attack Cuba Alleged

NEW YORK, February 15
The Soviet Union declared yesterday that the United States was preparing to attack Cuba. “It is al) too obvious,” the Soviet Deputy Foreign Minister (Mr Valerian Zorin) told the United Nations.
He said three United States aircraft carriers were at present anchored off the Caban coast
In an hour-long onslaught against United States policy in Latin America. Mr Zorin said the United States had ciearly rejected any negotiation with Cuba, continued to commit flagrant violations in the Caribbean island and strenuously prepared new interventions He charged Washington before the Main Political Committee with trying to turn the Organisation of American States—from which Cuba has been excluded—into a “military bloc” The committee is debating Cuban charges of planned aggression by the United S’ates against Cuba. Mr Zorin said the OAS action against Cuba was in comp’e'e contradiction of its charter. “Is there a special Internationa’ taw in the Western Hemisphere which goes against the Internationa! law smed bv al! of us?” he asked Stevenson’s Reply Replying, the chief United States delegate (Mr Adlai S’evenson) said that the debate had produced “repetitive and interminable harangues and all the tired
phrases in the Communist lexicon.”
With nothing resembling proof to support the charges, he said, there had been "gross misuse of the machinery of the United Nations” Cuba was "fully aligned with the Communist system." he said, it represented a bridgehead of Chinese and Soviet expansion and aggression and a centre of subversion
