The British Government this week rejected a suggestion in the House of Commons that it should ban the export of tear-gas to South Africa. A Labour member, Mrs Barbara Castle, said it was being used to quell political demonstrations against apartheid. The deputy Foreign Secretary (Mr Edward Heath) replied: “I am not aware that this is an illegitimate way of dealing with civil disturbances. In fact, many would agree that it was better than other means.”
