THE HAGUE, February 9.

K.L.M. Roval Dutch Airlines announced today that they would send a piston-engined DC-7 airliner to Anchorage, Alaska, to pick up passengers on the DC-8 jet held there by Japan’s refusal to allow it to land at Tokyo.

Japan informed Holland on Wednesday that the jet airliner, unscheduled as a substitute for the usual propel-lor-driven aircraft on the route, would not be allowed into Tokyo Airport. The DC-8 aircraft, now at Anchorage. is reportedly carrying 68 civilian-clothed Dutch servicemen to New Guinea.
