Djakarta Silent On Talks Proposal
(N.Z. Press Association—Copyright) DJAKARTA, December 20. The Indonesian Foreign Ministry today declined to make any immediate comment on reports from The Hague that Holland had appealed for talks on the West New Guinea dispute.
Last night, the Indonesian Foreign Minister (Dr. Subandrio) told Parliament the door was not closed to negotiations on the future of the Dutch - held. Indonesianclaimed territory. But the initiative would not come from Indonesia. It was announced in Ambon, in the Moluccas, today, that Indonesian marines had been staging amphibious exercises on islands bordering New Guinea. Lieutenant-Colonel Busjiri. the Commander in East Indonesia, said the Indonesian flag was flying all along the New Guinea frontier. Yesterday President Soekarno gave his “command” on the ' liberation" of West New Guinea.” This calls for an alert on the part of the armed forces, the frustration of any Dutch plan to establish a Papuan
state, and the hoisting of the Indonesian flag in New Guinea, and readiness for general mobilisation. Parliament and all major political parties have stated their approval of the President’s order.
