Peace Treaty Wanted
(NJZJ»A.-Reuter—Copirrtpht) TOKYO, Nov. 17. Japan has told the Soviet Union there can be no settlement to their territorial issues other than by a peace treaty. In a Note delivered in Moscow yesterday by the Japanese Ambassador to Mr Khrushchev, the Japanese Prime Minister (Mr Hayato Ikeda) said the joint declaration existing between the two countries was merely "an expedient for terminating the state of war in order to restore diplomatic relations."
