Davenport): “By "manipulation’ is meant the using of the overload capacity of the hydro-electric generating machinery. This capacity is not included in the planning schedules but is available against urgent need, provided care is taken to see that the machines are fully available during the short period over which the peak load occurs. For instance, the present peak load in the North Island is 250,000 k.w. less than the winter peak. A better term for ‘manipulation’ would have been ‘careful operation.’ and this was the meaning of the word in its context a* used.”
