Disagreement On Laos
A.-fteuter—Copyno-it) GENEVA. August 22 The British co-chairman of the 14-Power Laos conference, Mr Malcolm MacDonald, is expected to be the main speaker when the talks resume today. Yesterday, the conference failed to agree on a United States’ proposal to ban reprisals or discrimination
against people, groups, or organisations involved in the I-aos fighting. Conference sources said the Indian delegate. Mr Arthur Lail, urged the United States to withdraw, saying the proposal was an encroachment on Laotian sovereignty The conferadate also debated the vital problem of the functions of the international control commission, which would ensure Laotian neutrality.
