Plans For Changed U.N. Administration

IN Z Press Association— Copyright) NEW YORK, July 3. The Secretary-General of the United Nations (Mr Dag Hammarskjold) today announced his proposals for reorganisation of the top United Nations administration.

He rejected Soviet demands that all posts in the U.N. Secretariat be distributed according to the “troika" (three partners) principle that would divide them equally among Western, Communist and neutral nations. The idea was first proclaimed at the United Nations last year by the Soviet Prime Minister (Mr Khrushchev) who wanted Mr Hammarskjold replaced by a three-man board. Mr Hammarskjold also turned down a neutralist proposal to name three deputy secretaries-general from the three blocs to work directly under him. His proposals were contained in comments on a report issued last month by a committee of eight experts dealing with plans to reorganise the secretariat Mr Hammarskjold suggested that senior U.N. officials be divided into two categories—one dealing prii manly with political and the other with administrative responsibilities. There would be five assistant secretaries-general with political responsibilities and

nine specialising in U.N. administration.

The United States and the Soviet Union would be given two of the political posts. The remaining three would come from countries outside any power blocs.

Experts from Ghana, the United Arab Republic and India proposed the second level of three deputies and said they should represent “the main political trends in the world today.” But Mr Hammarskjold said any such grouping would run counter to the U.N. charter, violate the U.N. princi P le J .°L, wide 6*°< r *Phlcal job distribution, and could not be justified “on grounds of equity."
