Western Samoa
Sir,—ln today’s admirable leading article you refer to New Zealand's substantial record of conscientious service to Western Samoa. The selective criticisms of Professor Davidson and others cannot obscure the fact that New Zealand has fulfilled the complex obligations of her trusteeship agreement with considerable success. ConseIquently, too much importance [should not be attached to [Professor Davidson's plaint about “a shortage of administrators.” In. Samoan life to--1 day, school teachers and [nurses, for example, are just as important as “administra]tors," and although there may 'be few Samoan administra- ■ tors who conform to Can- ■ berra specifications. there [are at this moment over 1000 ■ Samoan public servants who [ have been appropriately ! trained by New Zealanders in [all the basic skills and services needed io give Samoa and the Samoan people a good start in their new life of sovereign independence in the modern world.—Yours, etc., FRANK CHILTON.
