May 4 President Kennedy is believed to have decided on a policy of "containing” Castroism in Cuba while concentrating on building up living standards in the rest of Latin America That was the sum of decisions reached in the last few days at successive Administration meetings on the Cuban crisis, informed sources said last night. Basically, the President isnow determined to put ail the energies of his Administration. as far as Latin America is concerned, into the 10-year "alliance for progress” programme, according to Reuter’s chief Washington correspondent. This programme is aimed at raising living standards, providing basic education, ending hunger and placing each nation on a basis of self-sus-taining growth In the process the Administration will forget about any military intervention in Cuba, except in the event of the Caribbean Island becoming a base from which the United States Itself might be militarily threatened, informed sources said.
