Baxter) said he -was also authorised to convey congratulations to the British Trade Union Congress for the international trade union solidarity displayed by the trade unions of the United Kingdom in granting an £BO.OOO loan free of interest to the Belgian Federation of Labour for the relief of the distressed victims of the Belgian Government’s policy.
