CRISIS IN BUGANDA
Independence Declared
ENTEBBE (Ugapda), January 1. The Governor of Uganda, Sir Frederick Crawford, told Ministers of the Kabaka of Buganda today that he would not be able to approve the terms of a resolution declaring Buganda's independence from the British Protectorate of Uganda. At the same time, the Ministers indicated that the present basis of relations with the Protectorate Government would stay unchanged pending further talks. Sir Frederick Crawford will leave for London tonight for talks with the Colonial Secretary (Mr MacLeod). The Lukiko (Parliament) of Buganda. a native kingdom inside Uganda, declared its independence in a resolution passed last night. The demand for independence stems from Britain's inability to say that Uganda will have a federal type of Government when the Protectorate achieves selfgovernment
The Baganda • people fear that their kingdom would largely lose its identity if it remained with the rest of Uganda in anything except a federal relationship. The Lukiko’s unanimous vote for secession came after two and a half days of debate. People in the public gallery of the Lukiko shouted, danced and waved when the decision came.
