Tito Writes To Abbas NEW YORK, Dec. 15. President Tito of Jugoslavia has told the President of the rebel Algerian provisional government, Mr Ferhat Abbas, that Jugoslavia would “take the necessary steps” to prevent "massacres” in Algeria and to “ensure the realisation of the just aspirations of the Algerian people.” His statement was in a letter to Mr Abbas, the text of which was released by the Jugoslav United Nations delegation. The letter was in reply to a cable from Mr Abbas to Marshal Tito on Monday. President Tito also acknowledged Mr Abbas’ cable in connexion with the “bloody massacres perpetrated in the cities of Algeria.” He said that “these tragic events” had confirmed that it was "indispensable to recognise to the Algerian people the right of self-determination, and that the demand of the Provisional Algerian Government that a referendum be urgently held in Algeria under the control of the United Natipns is justified.”
