The Heathcote County Council’s appeal against the decision of the Local Government Commission to include an area of the county in the city of Christchurch has been disallowed by the Local Government Appeal Authority (Judge Archer). A petition by 149 electors led to the inclusion of the area in the city, and the decision of the appeal authority says a desire by the petitioners for an improved water supply and a belief that this would be more readily acquired if the land was brought into the city were the principal reasons for the request. The authority agrees that the configuration of the present city boundaries in relation to the land in question is such that it does not seem reasonable for them to be maintained indefinitely, and now that substantial areas outside the city boundary have been built on and are in need of municipal services he thinks, his decision says, that it would be more logical for the city to supply the services, in particular a water supply, than for a county council.
