Colonialism Vote NEW YORK, October 13. Mr Khrushchev won his first General Assembly victory by obtaining its agreement to debate his proposed declaration of independence for colonial peoples at plenary sessions instead of referring it first to the Political Committee. The 99-nation General Assembly approved the Soviet motion by acclamation. The vote came after an appeal by President Sekou Toure of Guinea to East and West to submerge their political, economic and other cold war differences to vote for discussion in plenary sessions of the freedom of the peoples of Asia and Africa, and all other peoples. Mr Khrushchev expressed satisfaction that the United States delegate had favoured plenary discussion of the proposal. "But you will see how they will try to wriggle their way out when we get on to substance.” he said. They would try to drag through an "imperceptible, innocuous little resolution,” he said in a quick return to criticism of the West.

The first colonialists of all, the Spaniards, and then the English, he said, had been “taught good sense” by the Assembly. The British statement showed that if they had a “good brainwashing” they would see questions properly

“Do you realise what a step we have made on the path of agreement and the solution of the item on general and complete disarmament under suitable controls’” he asked. "Let us take .he fate of mankind in our hands and not work in such a way that these items of interest to mankind should be discussed only by the Soviet Union, the United States. Britain and France.”

The Big Four .were only noted for having the most powerful means of extermination, he said. But if there was war. all would suffer, and that was why it was necessary for all to approach disarmament with the same feeling of responsibility they had shown now to the colonial question.
