Congo Commission Now Government
(Rec. 10 p.m.) LEOPOLDVILLE, September 36. President Joseph Kasavubu last night formally recognised a college graduate technicians* commission as the provisional Government of the Congo.
Mr Kasavubu officially Installed the group of 27 general councillors set up in a bloodless Coup by Colonel Joseph Mobutu. Mr Kasavubu also formally announced that United Nations troops from Ghana and Guinea must leave the Congo by October S.
He added that a roundtable conference of political leaders would be held in the next few days, probably in Leopoldville.
United Nations patrols have been sent to Samba—about 32 miles north of Katanga's frontier—to investigate a Katanga Government protest that Congo troops were planning an invasion. Reuters reported. A Katanga Government spokesman said radio signals had been intercepted from Congolese Government troops asking for instructions about the possibility of moving south to invade the breakaway province. Speaking in New York, the Congolese Foreign Minister (Mr Justin Bomboko). a member of the Government supporting President Kasavubu, said that the Soviet Union had sent plane loads of arms and ammunition to the
Congo under an agreement It had with the elected Prime Minister (Mr Patrice Lumumba).
Mr Bomboko told a press conference that documents containing proof of this would shortly be published by the governing commission tn his country.
At the same time. Mr Bomboko accused Ghana of trying to make a “satellite" out of the Congo. , Mr Bomboko aald the Congolese had not lost faith In the United Nations. He aald he was returning to Leopoldville to organise the roundtable conference of all Congolese political leaders In an effort to resolve differences. "We can succeed only if the Initiative is left to the Congolese themselves to organise the country as they wish, and secondly, if there Is no Interference by foreign countries,* be aaM. "Ghana, which now tries to play protector, or teacher, had difficulties Itself when it became independent They want to make us a satellite. But we are independent, and we will not take orders from Ghanaians, Guineas, or anyone else.”
